Job Summary

 

The University of Michigan-Dearborn is seeking a positive, innovative, enthusiastic and thoughtful individual to serve as Director, Equity, Civil Rights and Title IX Office (ECRT)
and Title IX Coordinator. Reporting directly to the Chancellor, the individual will direct and lead UM-Dearborn?s efforts in support of eliminating illegal discrimination.  The Director of ECRT reports directly to the Chancellor with a dotted line relationship to the Equity, Civil Rights, and TItle IX Office in Ann Arbor. The incumbent will have primary responsibility to review and supervise the investigation of allegations and charges of discrimination and harassment received from staff, faculty and students, through both formal and informal processes.

In collaboration with the Chancellor and the senior leadership team this individual will contribute to strategic planning, policy development and other efforts to build upon the campus? cultural competence, create a safe and ethical work environment free from discrimination and harassment.

The role serves as the Title IX, Title VI, and ADA coordinator for the campus and is responsible for supervising the investigation and resolution of faculty, staff, and student complaints regarding alleged discrimination, violations of harassment-free workplace and student policies; leading the campus' equal employment opportunity programs; identifying trends and collaborating with campus leadership to proactively implement strategies for more inclusive hiring, employee evaluation and promotional practices.

Additionally, this position will serve as an advisor and partner, supporting campus leadership by recommending and supporting the implementation of strategies related to recruitment, employee engagement, compensation and classification, organizational development, policies and special projects.

In addition to supervising the Deputy Director of ECRT, the director also supervises a part-time prevention educator and has dotted line supervision  of the Prevention, Education, Assistance and Resources (PEAR) assistant director.     
 

Responsibilities*

 
  • Serve as the University of Michigan-Dearborn Title IX ,Title VI, and ADA coordinator.
  • Supervise the investigation and resolution of faculty, staff and student complaints regarding alleged violations of discrimination/discriminatory harassment policies; investigate allegations; propose informal resolution, where appropriate; coordinate and assist in formal resolution process; advise and act as a resource to the campus regarding institutional equity opportunities and issues on campus.
  • Successfully collaborate with a wide variety of partners at all levels on each of the three (3) campuses in developing and delivering services and programming.
  • Collaborate with Human Resources and hiring managers, proactively providing advice and counsel to further implement best practice employment processes that allow for non-discriminatory hiring outcomes for faculty and staff.
  • Analyze data and trends to provide recommendations for process improvements in hiring and promotion practices and procedures.
  • Collaboratively review existing training and development opportunities to identify gaps  in current programs, activities, and services that are designed to support equity on campus.
  • Work in partnership with the Director of Human Resources and other campus leaders to help establish a positive environment for learning, teaching, and working for students, faculty, and staff.  
  • Create and conduct climate assessments on an as needed basis.  
     

Required Qualifications*

 
  • A bachelor's degree and at least 5 years of relevant experience is required.  Strong preference will be given to applicants that have a J.D. or Master's degree and /or experience in an academic institution;  
  • Extensive knowledge of AA/EEO, Title IX, federal, state, civil rights and higher education laws and regulations, ability to interpret and develop compliant solutions and courses of action in an academic setting;
  • Experience thoroughly investigating and responding to complaints of harassment and discrimination; must have the ability to judiciously investigate issues impartially that lead to careful assessments;
  • Experience dealing with faculty, staff and student conduct adjudication, investigations, dispute resolution and compliance
  • Ability to influence direction and decisions and provide guidance and counsel to leaders on a range of complex issues and partner to implement solutions 
  • Ability to provide support in the implementation of U-M policies and procedures related to equal opportunity, affirmative action, harassment prevention and nondiscrimination;
  • Demonstrated leadership abilities including taking initiative, fact and information gathering acumen, and providing follow through and responsiveness;    
  • Ability to provide outreach, consultation, educational programming and identification of resources to promote a welcoming, supportive, inclusive environment free from discrimination and harassment; 
  • Demonstrated ability to operate effectively in a manner consistent with the University's mission and culture;
  • Excellent judgment and critical thinking skills, and the ability to remain objective when investigating issues and discussing complex issues
  • Demonstrated strong interpersonal, organizational, analytical written/spoken communication skills and an ability to manage multiple priorities;
  • Demonstrated ability to proactively and collaboratively recommend, develop and implement change initiatives, solutions, develop and implement programs based on data and trends, ultimately improving our campus climate
  • Significant experience analyzing data and surveys, producing reports, presentations and developing tools to measure progress toward goals
  • Excellent written and verbal communication skills; receptive to feedback and suggestions other ways of doing things, 
  • Effective listening skills and the ability to paraphrase others' differing opinions and experience mediating conflict in an educational and/or workplace setting;
  • Excellent presentation skills, ability to develop training and educational program content, and significant program management and project management skills
    Ability to work independently as well as with diverse individuals at all levels across the organization
     

Desired Qualifications*

 
  • Prior experience working on the Dearborn and/or Ann Arbor campus(es) in an advisory and/or investigatory capacity
  • Some supervisory experience
