Job Summary

 

The University of Michigan Division of Public Safety and Security, Flint Campus Department of Public Safety (UM-Flint DPS) is a full-service, 24-hour public safety department that works to ensure a safe and secure environment for the Flint campus community and surrounding area. Our officers and staff are highly trained professionals equipped to serve all members of our community. We manage all law enforcement and security operations on the Flint campus and offer an integrated and collaborative approach to safety and security. We partner across the University to provide a safe community while improving the quality of life for all living, learning, working, and visiting our community.

The UM-Flint DPS is a seven (7) day per week, twenty-four (24) hour per day operation. Work schedules may include nights, weekends, afternoons, holidays, and occasional unanticipated overtime. This is a uniform position.

The Police Captain position reports to the UM-Flint Chief of Police and works closely with U-M Flint and DPSS leadership to implement best practices for police and public safety in a university environment. The selected candidate will have demonstrated leadership experience working with external law enforcement agencies. This position also requires flexibility in working various days and hours. Applicants must be willing to adjust their scheduled workdays and hours based on the community's needs and the unit's responsibilities. 

Pay Range Information

$115,000 to $122,000

Mission Statement

DPS provides complete law enforcement services to the Flint campus. Our police officers are licensed by the Michigan Commission on Law Enforcement Standards (MCOLES) and authorized to enforce all federal, state, local laws, and rules of the University of Michigan. Our officers are also deputized by Genesee County. Our officers are well trained in services unique to an academic institution. We are dedicated to the community policing philosophy as a way of delivering police services to our campus and downtown community.

Responsibilities*

 
  • Serve as an advisor to the Police Chief, providing updates regarding investigations, status of projects, and personnel matters, and serve as the Police Chief in their absence
  • Help develop and implement our long-term safety and security needs, strategy, direction and outreach methods in alignment with DPSS strategic objectives
  • Assist the Chief with planning, developing, updating, and implementing predictive and preventive-focused policies and protocols along with financial management for UM-Flint Department of Public Safety, including developing and implementing annual budgets
  • Provide leadership in preventing crime and incidents through the management of police and public safety personnel
  • Implement community policing principles and utilize emergency management planning and training
  • Provide leadership and management for community engagement efforts, including but not limited to educational initiatives with the community concerning preventing crime and harm reduction on campus, and special and major events
  • Establish department protocols in conjunction with DPSS leadership for administering delegated enforcement of local, state, and federal laws and University policies, ordinances, and federal compliance mandates
  • Participate in key communication and problem-solving groups on a recurring or as-needed basis
  • Lead partnership-building with the University community, the division, and other law enforcement agencies
  • Perform other duties as assigned

Required Qualifications*

 
  • Bachelor's degree in Criminal Justice or related field.
  • Seven (7) years of law enforcement experience.
  • Five (5) years of supervisory experience with at least two (2) in an upper management role. 
  • Must possess a valid Michigan driver's license with a good driving record and exhibit the ability to operate motor vehicles. 
  • Working knowledge of state and federal regulatory agencies, their laws, and enforcement
  • Knowledge of current methods and technical phases of criminal investigations, patrol, and investigative techniques.
  • Prior experience with union staff and collective bargaining agreements. 
  • Functional knowledge of Microsoft Office and Google Workspace.
  • Demonstrated ability to initiate and maintain productive and collaborative relationships with internal and external constituencies and diverse audiences, including other law enforcement agencies, community organizations, news media, and others.

Additional Information

 

All members of the Department of Public Safety (DPS) are Campus Security Authorities (CSAs) under the Jeanne Clery Disclosure of Campus Security Policy and Campus Crime Statistics Act. As such, you are required to report Clery reportable offenses that come to your attention. DPS employees are required to complete Clery Compliance Training within the first 14 days of employment and annually thereafter.
