Job Summary

 

The Unit Administrator for Computer Science and Engineering (CSE) should demonstrate expertise in budget modeling and management, faculty and staff hiring, onboarding, and ongoing support for long-term success. The ideal candidate will have experience in space management and data analysis and proficiency in business metrics across financial, space, and instructional areas.

Additionally, the candidate should have a proven ability to leverage administrative systems and oversee operations teams to meet the needs of a large department. Strong financial analysis and management skills are essential. The role requires knowledge of HR processes, including managing U-Year and 12-month instructional appointments, multiple dry faculty positions, Ph.D. fellowships, GSRA and GSI support, and fostering a diverse cohort of domestic and international students, employees, and exchange visitors.

The successful candidate will collaborate with the Department Chair and the CSE Administrative Committee to drive key initiatives while ensuring responsible resource management. They will also build strategic partnerships within the college and strengthen administrative support functions to advance the department's academic, research, and service missions.

Computer Science and Engineering (CSE), one of two Divisions in the EECS Department, is home to 70+ T&TT faculty, 20+ full-time lecturers, and 60+ administrative and research staff. EECS is the largest academic department in the College of Engineering.

CSE's home is located in the Bob and Betty Beyster building and the soon to be completed Leinweber Computer Science and Information building for a total of approximately 70,000 sq. ft. of usable space assigned to CSE.

Responsibilities*

 

Partnerships and Collaborations:

  • Operations management of a large department, fostering a partnership with the College of Engineering, CSE leadership roles, including the Department Chair, Administrative Committee, Associate Chairs, etc.

Operational Oversight:

  • Manage daily operations, ensuring effective oversight of internal controls, gap analysis, and continuous improvements in Research Administration, Financials (research and general fund), Student Services, Course and Teaching Support, Human Resources, Department Events, Technical Services, Facilities, Culture and Community, and Marketing & Communications, etc.

Financial Stewardship:

  • Serve as the chief financial steward by developing operating budgets and providing oversight, guidance, and strategic consultation on financial resources. The CSE annual operating budget is $30M.  Total research-related expenditures average $25M per year.
  • Establish and implement financial policies, procedures, best practices, and systems to manage department financial commitments, revenue sources and authorize financial transactions. 
  • Manage and monitor departmental funds, including sponsored, gift, designated, equipment, and recharge funds; authorize expenditures and monitor reconciliation. Engage with department finance staff and faculty to ensure appropriate allocations for student funding. 
  • Perform financial analysis and forecasting to guide leadership decisions.  Lead the creation of financial reporting and presentations to satisfy CSE, the College of Engineering and University financial reporting requirements.

Human Resources Management:

  • Oversee Human Resources and staffing infrastructure:  
    • Ensure adequate and equitable staff resources for all department functional areas.
    • Evaluate staffing roles, responsibilities, and compensation levels, make informed decisions on hiring and promotion. 
    • Ensure compliance with recruitment, employment, and conflict of interest/conflict of commitment policies and practice.
    • Together with department HR, advise supervisors on a wide range of complex HR issues, performance improvement plans, and other stages of the disciplinary process.  
    • Partner with the Department Chair in all areas of faculty affairs, including offer packages, appointments and faculty satisfaction. 
    • Provide management of direct reports, including annual performance evaluation.

Representation and Advisory:

  • Act as department representative to the College of Engineering and other university administrators, with financial, organizational, and operational authority.

Other:

  • Perform other job-related duties as assigned.

Required Qualifications*

 
  • Bachelor's degree or an equivalent combination of education and experience and a proven record in administration or finance in a research or related organization, preferably in higher education.
  • Minimum of 7 to 10 years of supervisory experience in a management/administrative role.
  • High levels of competency in all department areas: research, finance/budget, HR, student services, IT, space/facilities, teaching, and reporting/data management.
  • Demonstrated excellent organizational, critical thinking, and analytical skills with a proven ability to handle ambiguity and uncertainty in a complex productively and fast-paced environment.
  • Proven ability to communicate well, both orally and in writing.
  • Demonstrated ability to exercise appropriate discretion and confidentiality.
  • Proven ability to work under pressure, make independent decisions, and exercise strategic and critical thinking that impacts an entire organization.
  • Strong background in research administration, finance, and accounting.
  • Demonstrated ability to build and lead teams, foster strong relationships, and implement effective change management strategies during administrative and personnel transitions.
  • Demonstrated ability to present and gain acceptance of ideas and proposals.
  • Experience managing asset inventories.

Desired Qualifications*

 
  • Master's degree in Business Administration or related field.
  • Experience in managing gift funds and other financial assets.
  • Experience in developing and preparing contracts and proposals.

Michigan Engineering Computer Science and Engineering operates in a hybrid work environment consisting of both in-person and remote work. This means working on campus an average of 2-3 days per week and working remotely the rest of the week.
