Founded in 2005, The Michigan Data Collaborative (MDC) is a data collection, enrichment and delivery organization created to provide a neutral and secure location for large, longitudinal population healthcare data to be aggregated, analyzed, and reported for the purposes of supporting statewide care transformation efforts and health services quality improvement. 

MDC is seeking an Information Technology Project Senior Manager to provide project management for team-wide initiatives. The goal is to execute and complete projects on time, within budget, and with the elevated level of quality our customers expect from MDC. Additional goals include assisting in managing MDC commitments, priorities, and our enterprise portfolio. Key stakeholders and customers of this work include the Collaborative Quality Initiative (CQI) leadership members and external physician organizations (POs). 
The successful candidate will provide project management and leadership for MDC projects. The Information Technology Project Senior Manager will be responsible for the management, performance, and completion of assigned projects, which may be large, complex, and diverse and engage multiple MDC teams as well as utilize Michigan Medicine technical services. This includes working with MDC leadership to manage prioritization, commitments, communications, and issue resolution. The Information Technology Project Senior Manager will perform all phases of project management from initiation, design, development, implementation, and transition to operations and closeout. This role will develop detailed work plans, schedules, estimates, resource plans, and status reports, as well as conduct project meetings and perform project tracking and analysis.

The Information Technology Project Senior Manager will prepare reports, presentations, and correspondence for management review. This role will assist with MDC portfolio management including staffing plans and resource estimates to use for MDC-wide prioritization and commitments.
This role will assist and advise the MDC Manager, Project Management & Client Services in the development and execution of the MDC Project Management methodology. This may include, but not be limited to, activities such as process documentation, development of templates, implementation of project management tools and techniques, and training MDC staff. This role will also provide team-level project management reports and relevant metrics and perform duties designed to maximize the output of business deliverables.

Supervision Received:

This position will report to the Manager, Project Management & Client Services in the Michigan Data Collaborative as part of the Enterprise Data and Information Services (EDIS) Division of Health Information Technology & Services (HITS).

Project Initiation:

• Work closely with MDC leadership and project teams to plan meeting schedules and agendas.
• Work with various project teams to organize and produce materials for meetings.
• Maintain tracking tools and or databases as needed.
• Assist in communication and adoption activities.
• Facilitate and ensure prioritization and commitment processes are completed.
• Create project initiation documentation to communicate mutual project goals, customer needs, and project requirements.
• Work with key team members to validate project approach, goals, objectives, and deliverables.
• Create project charter (detailing project team members and stakeholders, milestone schedule, budget, risks, constraints, and assumptions).

Planning:

• Develop project management plans (work breakdown structure, detailed schedule baseline, resource plan, cost baseline, quality management plan, procurement management plan, project change management plan, issues management plan, and the like).
• Finalize and maintain project charter.
• Develop project governance structure.
• Schedule and conduct project kickoff meetings.

Execution/Control:

• Establish and manage communications, both internal and external to the project teams.
• Prepare regular status reports regarding progress.
• Identify issues/risks, maintain logs (issue, decision, change), and implement risk response activities, including escalation.
• Collect and report project metrics.
• Manage, resolve, and if needed, escalate issues regarding scope, schedule, budget, requirements, and quality.
• Utilize MDC/HITS project management tools to track, monitor, and execute projects.

Launch and Closeout:

• Ensure launch activities and documentation are completed as needed.
• Prepare project materials for handoff to operations.
• Conduct post-project review meetings to capture lessons learned and present to MDC leadership.
• Assist MDC staff in their roles to support and execute the MDC/HITS Project Management Methodology.

Requirements for Senior Level:

• Bachelor's degree in Business Administration, Engineering, Public Health, Information Sciences, Information Technology, Engineering, Data Science, Health Sciences or related field, or equivalent degree in another field together with related experience. 
• 5+ years relevant professional experience. 

Requirements for Intermediate Level:

• Bachelor's degree in Business Administration, Engineering, Public Health, Information Sciences, Information Technology, Engineering, Data Science, Health Sciences or related field, or equivalent degree in another field together with related experience.
• 2-3 years relevant professional experience

• Master's degree in Public Health, Information Sciences, Data Science, Health Sciences, Business Administration, or related field.
• Project Management Professional Certification (PMP) from pmi.org 
• Experience with understanding and documenting workflows and clinical processes.
• Experience developing healthcare data-driven solutions for reporting and analysis in the following areas: population health, evidence-based care, healthcare cost and healthcare utilization.
• Experience resolving complex integration issues involving multiple technologies and business areas.
• Familiarity with analytic tools, business intelligence tools, and statistical packages.
• Familiarity with HIPAA and other healthcare information regulations and requirements.
• Familiarity with clinical coding standards.
• Familiarity with ticketing helpdesk/Project Management software such as ServiceNow. 
• Understanding of various data model types (relational, dimensional, etc.).
• Experience in developing, establishing, and managing department-wide Project Management Methodology.
• Experience working in a technical or project management role with a Payer, Provider, or healthcare-related organization.
• Familiarity with collecting, aggregating, and managing healthcare data, preferable both claims and EMR medical record data types.
• Familiarity with using healthcare data for population health reporting and analysis in support of "quadruple aim" (improved care quality; enhanced patient experience; lowered costs; improved clinician experience) initiatives.
• Proven record of customer relationship management responsibilities with positive results.
• Strong organizational skills with attention to detail.
• Excellent analytic and problem-solving ability.
• Ability to work effectively on a team.
• Demonstrated experience in managing issues, scope, and quality while bringing projects to successful completion within the cost and time requirements.
