Job Summary

 

The Michigan Medicine Capacity Operations and Real-time Engagement Center (M2C2) is the hub for inpatient operations related to system capacity management in addition to monitoring of key patient quality and safety metrics. The Administrative Manager Senior plays a pivotal role in the center to remove barriers to inpatient progression through their expected length of stay, to improve patient access and to enhance quality of care using clinical expertise, leadership, situational and organizational awareness, and critical thinking skills. The Administrative Manager Senior works with other healthcare providers and patients in a respectful, collaborative, and supportive manner to achieve patient flow and safety priorities.

 

Responsibilities*

 

Responsible for providing leadership and professional expertise for UMH Capacity Management through leveraging the knowledge and skills of others; leads one of four Capacity Management teams which participates in the coordination of patient admissions, patient placement, patient progression and bed management activities on a shift-by-shift basis in order to timely and safely complete all system wide capacity management activities. 

Incumbent manages the Clinical Expeditor (CE) team, one of the personnel teams within the department, and is cross trained to be able to manage all teams within Capacity Management and the associated workflows to implement the overall strategies and achieve the goals of the Capacity Management department. The scope of the Administrative Manager Sr. role will range from managing daily operations of the department teams to recommending strategic direction and providing leadership in the operational changes for the Capacity Management Department. Leads the Clinical Expediter team in the facilitation of inpatient care progression barriers and discharge delays through the use of alerts, Care Path notifications and escalations directly from staff and providers. Anticipates the team's workflow changes or defects, then proactively forecasts and plans new PDCA cycles with UMH clinical and operational leaders to address inpatient progression barriers and related Clinical Expediter workflows.

Incumbent is directly responsible for the Capacity Management CE team for all subordinate staff activities related to human resource management.  Management duties include interviewing, selecting and training of employees; setting and adjusting their rates of pay and hours of work; monthly scheduling, planning and directing their work; appraising their productivity and efficiency for the purpose of recommending promotions or other changes in their status; handling their complaints and grievances and disciplining them when necessary. Management responsibilities include the authority to hire, fire, or promote assigned employees or make recommendations that are given particular weight.

Manages the administrative and operational objectives for the Capacity Management Department; incumbent has measurable impact on capacity management operational effectiveness, decision making around strategic initiatives, attainment of department/unit objectives, strategic service decisions related to internal and external customers and attainment of capacity management goals.  Incumbent has an impact on strategic budgeting, controlling personnel costs, planning, and capacity management workflow and procedural changes.

This position is a senior manager for the Capacity Management Department and reports to the Capacity Management Administrative Director.  Decisions, work results, and recommendations significantly impact others within the department. Bachelor's or master's degree and considerable professional experience with directly relevant prior capacity management, and supervisory or team leader experience is required. 

Works closely and effectively with UMH leadership and Faculty leadership aligned with the assigned specific Capacity Management Team and related workflows.  The CE Administrative Manager serves as the Capacity Management Department liaison and resource for, but not limited to, workflows related to removing barriers to mid-stay care progression and discharge, adherence to all Capacity Management related UMH PolicyStat policies, leadership including Nursing (specifically Care Management, House Supervisors and Unit Clerk leadership), Providers, and Logistic and Support Services. The CE Manager is also responsible for the creation and maintenance of standard operating procedures, ensuring the proper use of the CE Worklist and CE Care Path tools and all relevant MiChart workflows. 

Under FLSA, this is the exempt job classification for this title. Incumbents in this position must meet the full criteria for exempt status: salary level, salary basis, and duties tests.

Required Qualifications*

 
  • Bachelor's Degree in a health discipline (such as Nursing, Social Work, Respiratory Therapy), health care administration or an equivalent combination of education and directly related experience
  • A broad, working clinical understanding of inpatient care progression
    • Coordination of services for inpatients including review and revision of plans of care
    • Coordinating resources to achieve inpatient care plan goals
    • Understanding inpatient discharge workflow, regulatory requirements, and workflows to reduce readmission.  
  • A minimum of three years' experience in capacity management workflows is necessary 
  • Extensive experience managing staff and services
  • Substantial years of demonstrated successful leadership, ability to integrate UMHS services, departments and segments, administer and manage change

Supervision Received

Direction is received from the Associate Chief Medical Officer for Capacity Management and the Capacity Management Administrative Director, with a direct reporting relationship to the Capacity Management Administrative Director
