The Michigan Emergency Department Improvement Collaborative (MEDIC, https://medicqi.org/) is a statewide quality improvement program funded by Blue Cross Blue Shield of Michigan/Blue Care Network with the Coordinating Center housed at and composed of employees of the University of Michigan. MEDIC brings together emergency departments across Michigan to improve patient care through collaborative learning, data-driven feedback, best-practice implementation, and shared quality improvement infrastructure within the Collaborative Quality Initiatives (https://cqis.org/) framework. We are seeking a Project Manager to support and lead key components of MEDIC?s ongoing programs which currently include initiatives addressing HIV screening, syphilis testing, and opioid harm reduction which focuses on improving emergency department-based care. This position will strengthen workflows and support implementation across participating hospitals, with an emphasis on rural emergency departments in Michigan. This term-limited, grant-funded position will work in partnership with MEDIC leadership, the Overdose Prevention Engagement Network (OPEN), the Michigan Department of Health and Human Services (MDHHS), rural health partners, participating emergency departments, and community stakeholders.

The Project Manager will operate with considerable independence in planning, coordinating, and evaluating a specialized public health quality improvement project. Responsibilities will include developing and managing project work plans, timelines, deliverables, and tracking materials; coordinating introductory calls and stakeholder meetings; developing datasets and reports; updating implementation tools and guidance for rural-specific use; and conducting virtual or in-person technical assistance visits and outreach with participating sites. The successful candidate will gather and analyze data, monitor project progress, evaluate outcomes, recommend and implement solutions, facilitate communication across MEDIC, MDHHS, health systems, and local partners, and help disseminate best practices through meeting materials, workflows, trainings, reports, and presentations. This role requires strong organizational, analytic, communication, and facilitation skills; experience in public health, healthcare, quality improvement, research coordination, or related fields; and the ability to manage multiple priorities while working collaboratively with clinical and non-clinical partners across Michigan.

HIV Screening Emergency Department Initiative

Maintain the current working partnership with the MDHHS Division of HIV/STI Program

Coordinate implementation of MEDIC's HIV screening and syphilis testing initiative with MEDIC, MDHHS, rural health partners, and participating emergency departments.

Assist in recruitment and engagement of rural Michigan emergency departments, including maintaining site contacts and identifying local champions.

Assess current HIV screening and syphilis testing practices, workflows, barriers, and improvement opportunities.

Track and manage project work plans, timelines, deliverables, tracking tools, meeting materials, and documentation.

Collect, analyze, and interpret project data to monitor progress and guide quality improvement.

Plan and facilitate stakeholder meetings, learning sessions, workgroups, and technical assistance visits.

Adapt HIV screening tools, workflows, protocols, and training materials for rural emergency department implementation.

Support dissemination of resources and best practices through the MEDIC website, reports, and presentations.

Asist in identifying challenges, recommending solutions, and supporting continuous improvement of emergency department-based HIV screening and syphilis testing.

Opioid Harm Reduction Initiative

Serve as a bridge between MEDIC and OPEN to connect MEDIC's emergency department network to OPEN's work to reduce harm from opioids in rural settings

MEDIC Day-to-Day Operations

Attend weekly MEDIC team meetings and regular touchpoints with clinical leads.

Perform other duties as assigned.

Bachelor's degree in public health, healthcare administration, nursing, biology, social sciences, related field, or equivalent experience.

1-2 years of experience in research coordination, public health, healthcare, quality improvement, or project management.

Experience managing complex projects, including timelines, deliverables, documentation, and reporting.

Strong written, verbal, organizational, and interpersonal communication skills.

Ability to collect, analyze, and summarize data for program planning and quality improvement.

Ability to work independently, exercise judgment, identify problems, and recommend solutions.

Experience coordinating with clinical, public health, community, or health system partners.

Ability to travel within Michigan, including occasional overnight travel.

Master's degree in public health, healthcare administration, nursing, social work, or related field.

3-5 years of experience in research coordination, public health, healthcare, quality improvement, or project management.

Experience with public health, community outreach, infectious disease programs, or emergency department-based interventions.

Familiarity with rural health systems, emergency department workflows, or community-based healthcare delivery.

Experience implementing public health or healthcare quality improvement initiatives.

Experience developing protocols, workflows, training materials, or implementation guides.

Experience working with state agencies, local health departments, hospitals, or grant-funded programs.

Work Location

MEDIC functions in a hybrid work model, with some on-site days in Ann Arbor required, along with need for occasional statewide travel.

This position is a term limited position that will expire on 9/30/2027. It is possible that the project will extend on a year-by-year basis for up to 5 years, depending on project success and funding.
