Job Summary

Serves as the UM?Flint subject-matter expert for HR operational processes and compliance. Provides consultation and process leadership for complex/non-routine HR transactions; ensures consistent, timely, and policy-compliant execution of HR/payroll/timekeeping and appointment actions. Leads process documentation, internal controls, training/communications, reporting, and continuous improvement initiatives. Serves as the campus lead for I-9/eVerify compliance and HR operational risk mitigation, coordinating closely with shared services partners and campus stakeholders.

This position reports to the Assistant HR Director.

Responsibilities*

Consultation and Process Leadership

  • Serve as the Flint Campus expert on HR operational processes; interpret university and campus policies/procedures and determine appropriate process paths for non-routine or complex cases, including:
    • Pay/payroll/timekeeping corrections and audits
    • Backend onboarding for staff, faculty, and research fellows
    • Appointment/transactions (Appt change requests, Leaves of absences/separation, and recall processes)
  • Assess and resolve complex issues by diagnosing root cause, determining corrective actions, coordinating with shared services (e.g., HRIS/Payroll), and recommending prevention steps to reduce recurrence.
  • Create and maintain Flint HR operational process documentation (job aids, templates, checklists) and deliver training/communications to improve campus compliance and consistency.
  • Establish and monitor internal controls for HR operational transactions (access, approvals, audit trails, data quality); recommend changes to mitigate operational, financial, and compliance risk.
  • Lead process improvement initiatives (standardization, automation, cycle-time reduction) and track outcomes/metrics; communicate results and recommendations to stakeholders.
  • Serve as Flint I-9 and eVerify Compliance Officer; ensure compliant execution, provide guidance, address exceptions, and support audits and corrective action plans.

HR Operations & Compliance Support

  • Serve as the primary HR operations process expert for UM-Flint departments, ensuring consistent, compliant execution of HR transactions and advising departments on best practices. Provide training on areas of expertise.
  • Lead for Flint Campus PeoplePay, including maintaining authorization documentation and related processes.
  • Lead on maintaining HR records; both at the local level as well as central files - manage document imaging, retrieval, and retention practices in alignment with university requirements.
  • Provide advice and act as approver for HR system access requests, including:
    • OARS requests
    • LAN requests (including sponsorship requests)
  • Create and manage HR communications infrastructure and content, including:
    • Distribution lists
    • Campus HR communications (e.g., holiday, payroll and timekeeping updates)
  • Create and manage routine and ad hoc HR/payroll reports; fulfill data requests and support operational decision-making with accurate, timely information.
  • Maintain and update campus organizational charts through coordination with Financial Services/Budget and leadership; ensure HR components are updated on schedule.
  • Lead compliance and verification activities as assigned, including:
    • Union longevity verification
    • Unemployment/employment verifications
  • Effort certification support/verification activities
  • Lead HR projects as assigned, including process improvements, bulk uploads/spreadsheets, and cross-unit coordination
  • Provide backup support for related HR operations, including:
    • Visiting scholar appointments
    • H1B documentation support

Required Qualifications*

  • Bachelor's degree in a related field or equivalent combination of education and experience.
  • 3 or more years of directly relevant Human Resource experience
  • Experience handling and maintaining confidential information
  • Working knowledge of relevant federal and state employment laws
  • Experience in interpreting and implementing HR procedures.
  • Experience creating process documentation and delivering training
  • Intermediate proficiency with Google Suite and Microsoft Office applications.
  • Experience using HR management systems and data query tools, including data report generation.
  • Strong analytical skills; experience producing reports and ensuring data quality.

Modes of Work

Hybrid:

The work requirements allow both onsite and offsite work and an employee has an expected recurring onsite presence. On occasion, the employee may be required and must be available to work onsite more frequently if necessitated by unit leadership or their designee and/or the job requirements.
