Emergency Management is a key department within DPSS. It serves the U-M community by preparing for, protecting against, and responding to a wide range of emergencies that could affect our people, operations, and environment. The Associate Director of Emergency Management reports directly to the Director of Emergency Management, and is responsible for facilitating partnerships and coordinating emergency planning and preparedness efforts with internal U-M units as well as local, state, and federal partners. The Associate Director, in collaboration with the DPSS emergency management team, assists in supporting and coordinating a comprehensive all-hazards approach within the U-M Dearborn campus community.
The primary location for this position is the Dearborn campus; however, assignments to the Ann Arbor and Flint campuses will occur as needed. This position will work closely with the U-M Dearborn Chief of Police with a focus on protecting and serving the U-M Dearborn campus community. The Associate Director is responsible for maintaining
strategic partnerships both internally and externally and will be expected to engage regularly with faculty, staff, community members, and external partners to further enhance protection, prevention, and preparedness efforts.
This position requires the candidate to successfully pass a thorough background investigation and drug screening. The position requires driving a university vehicle, so the candidate must have a valid driver's license and a driving record of less than 6 points.
Job Description and Responsibilities:
- This position is responsible for promoting, coordinating and implementing 'all hazards' emergency planning, preparedness and operational resiliency at the Dearborn campus as well as providing subject matter expertise, support, and guidance to university units.This includes, but is not limited to:
- Prevention, including risk assessment and analysis;
- Preparedness, including the development and management of projects, programs, plans and procedures;
- Response including coordination, liaising and Emergency Operations Center (EOC) activation;
- Recovery, including physical, fiscal and operational;
- Mitigation including hazard vulnerability analysis and resource planning; and
- Program coordination across the enterprise, maintaining a uniform, integrated approach.
- Maintain the Dearborn campus Emergency Operations Plan (EOP), Hazard Mitigation Plan, and Continuity of Operations Plans (COOP).
- Manage emergency notification and communication strategies for the Dearborn campus to include the emergency alert system, plans, policies and procedures.
- Facilitate incident debriefs and the completion of After Action Reports (AARs) as appropriate.
- Oversee and manage the Dearborn campus EOC.
- Develop, coordinate and facilitate a robust training and exercise program.
- Maintain visibility on applicable policies, procedures, and regulations related to emergency management.
- Identify opportunities and capabilities for leveraging technology solutions.
- Promote division strategic priorities, goals and core values.
- Identify, assess, and inform leadership of risks and vulnerabilities, along with recommended prevention and preparedness solutions.
- Implement appropriate problem-solving and preparedness strategies through data analysis, trends, lessons learned and best practices.
- Partner and liaise with internal and external stakeholders and committees.
- In the event of an emergency, this position will be expected to be available for support; including activation of the campus EOC.
- Flexibility to work non-traditional business hours, as needed.
