The Michigan Institute for Clinical & Health Research (MICHR) is the home of the University of Michigan's Clinical and Translational Science Award from the National Institutes of Health. MICHR is seeking an accomplished Financial Senior Manager to join our dynamic team. This leader will play a pivotal role in advancing MICHR's mission by driving innovative financial operations, ensuring rigorous fiscal stewardship, and supporting the institute's strategic vision. The Financial Senior Manager will serve as a trusted advisor and expert to senior management, coordinating the development, interpretation, and implementation of complex financial and accounting concepts essential to the institute's success.

In this role, you will oversee a high-performing finance team, provide critical expertise in financial planning and control, and help to shape and implement policies for improved financial operations. You will leverage advanced analytical techniques and data-driven decision-making to guide budgeting, forecasting, and long-term financial planning.

Financial Leadership & Budget Management

• Develop and implement detailed and comprehensive budgets aligned with strategic and operational plans, ensuring compliance with financial guidelines and federal regulations. Appropriately categorize expenses among federal, cost-sharing, and discretionary resources according to the nature of each expenditure.
• Develop, interpret, and implement highly complex financial and accounting concepts, advanced planning, and control techniques in support of MICHR's strategic goals.
• Provide expert technical analysis and advice as it relates to assessing present and future financial performance, recommending improvements, and supporting long-term fiscal sustainability.
• Organize and synthesize data from multiple sources to perform complex financial modeling, trend analysis, and future planning; prepare and present clear reports and actionable recommendations to MICHR leadership on a consistent basis.
• Direct the development and implementation of new techniques for financial information analysis, forecasting, and operational policy.
• Serve as a trusted consultant to leadership, offering guidance on financial policy, procedures, and the application of best practices.
• Lead accurate stakeholder communication of budgetary matters and secure required approvals across internal and external teams. External stakeholders include, but are not limited to, the NIH, the Dean's Office within the Medical School and numerous U-M Schools/Colleges/Departments and units.
• Conduct research on key topics (e.g., rates of return, depreciation, investment opportunities, regulatory impact) to inform strategic decision-making.
• Coordinate financial operations and planning with all levels of MICHR management and leadership, promoting accountability, transparency, and continuous improvement of financial practices across MICHR.
• Lead the financial portions of MICHR's annual NIH Research Performance Progress Reports RPPR NIH annual requests and month-end close
• Summarize budgets by fund source and use into the Hyperion Essbase budgeting and forecasting tool for the Medical School, working with MICHR leadership to make conclusions and provide budget narratives. 
• Create budgets for new grant proposals and supplemental funding requests, ensuring alignment with the Funding Opportunity Announcement guidelines. are ensuring staying within identified limits and honoring PAR language. 
• Manage Sponsored Programs Training Grants (T32): Oversee all aspects of trainee appointments, ensuring compliance with award terms and allowability of expenses. Responsible for timely reconciliation, award closeouts, and annual funding requests to address and resolve any overages.
• Administer Mentoring Awards (K12) and Education Summer Awards (R25): Ensure accurate appointments, cost allowability, timely closeout completion, and resolution of any budget overages.
• Oversee Departmental Pilot Awards: Facilitate budget development, confirm expense allowability, address related inquiries, and ensure timely closeout of awards throughout the award lifecycle.
• Provide oversight for all pre-award and post-award financial activities, ensuring compliance and effective administration.
• Ensure continued alignment with federal Sponsor's policies for all awards and timely and accurate closeout of Sponsored Programs awards in compliance with sponsor institutional requirements.
• Review the balance sheet and income statement regularly, investigate variances, and resolve discrepancies in a timely manner.
• Lead the annual recharge billing process and ensure accurate monthly billing.
• Maintain and validate data warehouse queries, updating them as needed.
• Draft departmental memoranda of understanding (MOUs) for approval and monitor total expenditures and remaining balances throughout the closeout process.

Finance Program Supervision

• Manage a team of finance specialists, with responsibility for interviewing, hiring, training, supervising, and evaluating employees.
• Direct team workflows, set schedules, and maintain accountability for the team's permanent, ongoing function within the institute.
• Make staffing recommendations for key management activities, including promotions, disciplinary actions, and the resolution of complaints or grievances.
• Foster a culture of continuous improvement and professional development throughout the team, actively building financial acumen and best accounting practices.
• Share expertise in financial information systems, such as Business Objects and Data warehouse query tools, providing ongoing guidance and technical support to staff.

• Bachelor's degree in Accounting, Finance, Business Administration, or related field.
• 5 to 7 years of experience in financial management, including budgeting, analysis, and reporting.
• Experience with NIH or federal grant financial management and compliance.
• Proven experience managing and supervising employees in a continuing function.
• Experience translating complex financial data into actionable insights.
• Advanced knowledge of financial systems and advanced analytical tools (Business Objects, Data Warehouse, Hyperion, or similar).
• Strong communication and relationship-building skills across all organizational levels.
• Experience impacting budgeting, controlling costs, planning, scheduling, and driving procedural changes.
• Demonstrated leadership and staff development skills.

• Master's degree or CPA preferred.
• Experience with advanced financial analysis research and modeling.
