Reporting to the Director for Design and University Architect, and the Associate Director for Architecture & Engineering:
Design Management:
- Planning, design, and construction responsibilities for civil projects encompass multiple components, including parking structures/lots, roadways, bridges, sidewalks, plazas, sculptures, soil erosion and sedimentation devices, and utilities. These utilities include water, sewer, tunnel, IT, duct banks, and retention systems.
- Manage professional and technical staff. Coordinate work of consultants or work prepared in-house. This includes site data collection, survey, preparation of studies, construction documents, cost estimates, schedules, bid/award, shop reviews, change orders, and other related construction administration tasks.
- Evaluate proposals from consultants and participate in selection process. Liaison to Users/Clients, A/E and CM for coordinating project-staffing, schedules and estimates. Revise/approve design changes, prepare change orders and authorize payments to consultants/contractors.
- Coordinate reviews and approvals within AEC and with affected U-M departments.Manage projects through AEC bid/award process.
- Coordinate with City on road and utility projects, ROW and permits, and assist AEC with City interface; update civil engineer Design Standards, provide historical background on civil construction projects and review legal description. Support City of Ann Arbor civil/site plan submittal and approval process for all projects.
- Construction Management:
- Lead and communicate scheduled construction activities to all team members.
- Coordinate bid/award, through field inspections, testing, and close-out to maintain schedule and budget.
- Revise/approve design changes, prepare change orders/bulletins and authorize payments to consultants and contractors.
- Coordinate construction phase activities, including monitoring construction budget, project budget and schedule, contract administration, bid phase oversight and change management.
Make field decisions (with outside A/E if one is involved) about plan intent, contractor requests, and unexpected field conditions.
- Understand ADA and PROWAG guidelines and application to various aspects of projects, such as pedestrian facilities (sidewalks, curb ramps, crosswalks, pedestrian signals), transportation facilities (bus stops and passenger loading zones), and site design (accessible routes, slopes/cross slopes, and parking).
Collaborate between various AEC and Facilities and Operations departments to coordinate basic applicable safety measures to support UM Environment, Health & Safety efforts and appropriate committees to coordinate project scope, schedule, budget, staffing, funding sources, and impacts to other university projects and stakeholders. Verify all necessary local, state and federal reviews and inspections occur.
